A port captain, to a Chinaland Shipping operated vessel, is a port superintendent who is in charge of all related matters, big or small, to loading and discharge in port. Chinaland Shipping, always addressing its working style in Dedication, Sincerity and Practice, overcome various difficulties on the working sites on board vessels and in ports from the very beginning of COVID surge, kept cargo collecting and ship loading in due course by all means, borne in mind customers’benefits and in time shipments.

2021 witnessed an abrupt growth with international freight forwarding, though COVID existed, and so did Chinaland Shipping. Dai Qingxing and Wei Bo are two Chinland Shipping port captains stationed in Tianjin Port. Dai Qingxing stayed on board the longest time four and half months the late half of the year, what’s more he continued to work on board at the Spring Festival of the Year of Tiger because the shipper was in urgent need of dispatching his cargo that time, and even that he sticked to his post while he got a fever after no COVID contraction confirmed.

Introduced by the port captain chief Zhang Hao, a port captain has to make ready all the time for receiving a ship and loading ships as Chinese ports working 24 hours, and also he must take charge of several vessels in a same time ever since COVID broke out, meaning no fixed hours for him to rest but some sparse minutes available if any, thinking about that a working cycle has more than 30 procedures to go through.

“The working environment is poor for frontier workers in port or on board. During COVID period, dormitories of 6-20 persons arranged for the special shift workers in ports, the port captains therefore often take a rest on deck instead in order to facilitate the work, hot or cold no matter what weather it is. They all have the wish that the cargoes can be shipped safe and in time.”, as said by Zhang Hao.

Also told by Ren Zhong, the shipping agency chief, there are many regulations imposed for COIVID period for ship port entry and exit and cargo loading and discharge. The Customs and other port authorities have strict requirements on ship declaration and report time, and many unwritten rules implied, a real challenge and tough requirement to the ship/port-goers.

To better respond to this circumstance, the shipping agency dept. requires all basic works must be maintained in order, and additionally collects any new rules and regulations from relevant organizations as more and quick as possible, communicates and exchanges ideas with counterparts and finds solutions in due time with concerned controlling authorities in case of any issue, to provide proposals or warnings to the principals and other departments within the company.

“Ships enter or exit the port day and night, so do the jobs with them, the boarding agents must standby 24 hours, telephone on line. This is the basic job requirement to a Chinaland Shipping boarding agent.”, as quoted as saying by Ren Zhong.

Diligent and responsible, as the port captains and the boarding agents are working on site, are in one way showing Chinaland Shipping’s attitude towards the customers that is safe and smooth freight forwading. To minimize the impact to shippers by the COVID, other departments are also standing ready to support the frontier workers, offering assistance at the best.

Late March, right after lockdown in Shanghai, Chinland Shipping called a meeting for the port captains and boarding agents and other frontier workers, to know their life and work on site and solve the problems on life necessity supply for those enclosed in the loop management.

Under COVID, Chinaland Shipping Shanghai staff worked from home, being strict in line with government requirement on COVID PREVENTION, but restricted in buying food and daily necessity. Knowing the difficulties of the employees, the company purchased daily life stuffs many times for the employees collectively, managed to deliver to doorstep for them, solved the urgent needs to them.

The company took various measures to cope with the COVID impacts. Knowing that loading efficiency in Shanghai port could not be restored shortly, the company made a quick response that cargoes to be exported from Shanghai are redirected to North China ports, so as to minimize impacts on cargo exporting to the shippers. Further, a substitute port for Shanghai Port was in consideration, as a strategic decision, to avoid COIVD risk potential in future in the Yangtze River Delta Area.
